During estimates hearing on Thursday morning, manager of opposition business Jarrod Bleijie said he wrote to the Crime and Corruption Commission in May after overhearing a conversation between Bundamba MP Jo-Ann Miller and Local Government Minister Stirling Hinchliffe about corruption concerns relating to the council.

"During the conversation the member for Bundamba said on multiple occasions that over a number of years complaints had been put not only to the Premier but also to the administrative committee of the Labor Party," Mr Bleijie said.

The CCC wrote back in July to say the matters raised, if proved, would amount to corrupt conduct, but Mr Bleijie had not provided sufficient evidence.

CCC chair Alan MacSporran confirmed the body did not interview Ms Palaszczuk or Ms Miller about Mr Bleijie's complaint.

"Ultimately we were satisfied, looking at the material you provided, that it didn't raise a reasonable suspicion of corrupt conduct because it could not be productively investigated and in any event we were aware of a number of complaint matters over a number of years that had been provided to us by the government," he said.

"It could not be taken anywhere productively and was largely inconsistent with what we knew to be the case."

Mr Bleijie said he was not in a position to provide evidence because he was not Ms Miller or Ms Palaszczuk and did not have access to Labor files.

In May, Ms Miller suggested her own government's handling of corruption allegations could be tantamount to official misconduct or maladministration, arguing Ms Palaszczuk and Deputy Premier Jackie Trad were aware of complaints about the Ipswich council.

However, Ms Trad said allegations were dealt with according to law and forwarded as required.

Attorney-General Yvette D'Ath said one complaint was forwarded to the CCC by Ms Palaszczuk since February 2015 and 43 notifications from the Department of Premier and Cabinet.

Queensland's crime watchdog has been investigating alleged corruption in Ipswich since October 2016, Mr MacSporran said.

Mr MacSporran said he did not tell Local Government Minister Stirling Hinchliffe to introduce legislation to sack Ipswich City Council while a Supreme Court challenge was being considered.

He said Mr Hinchliffe rang to tell him about his proposed action.

"I supported the outcome being the dismissal but the process by which he sought to achieve that... was a matter entirely for the government," Mr MacSporran said.

Cufflinks complaint

Mr Bleijie raised eyebrows during estimates hearings on Thursday morning by wearing cufflinks with the letters "F" and "U".

However, it is understood they refer to the cufflinks worn by House of Cards character Frank Underwood.

Coincidentally, the Legal Affairs and Community Safety Committee chair is Peter Russo, who shares his name with a House of Cards character killed by Mr Underwood.

However, Ms D'Ath was not amused and said she would write to Speaker Curtis Pitt to formally complain about the cufflinks.

"It has been confirmed that the member for Kawana was wearing during the committee, cufflinks with the letters 'F' and 'U' on them and crossed his arms in a fashion which was clearly obvious to the witnesses of the committee while he was questioning the chairperson of the Crime and Corruption Commission," she said.

"This is inappropriate behaviour and potentially interference or intimidation of a witness before this committee.

"It is an appalling behaviour ... That appears to be very deliberate in his actions."

Mr Bleijie said people should not be distracted by his cufflinks and Labor had its priorities wrong by talking about them.

"Most people in Queensland, Australia and the media would know that this is a pop culture reference.

"These are cufflinks I've had for years, they were a gift from my kids, I love the TV show.

"They [Labor] have their own House of Cards going on and they've got their own issues."

Board sign-off

Meanwhile, it has been revealed there was no due diligence performed before cabinet signed off on the appointment of Mark Algie to a government board job.

Mr Algie received the Energy Queensland job after his resume was forwarded by a union boss to then energy minister Mark Bailey, who sent it to his chief of staff.

Mr MacSporran said there were no guidelines, protocols or benchmarks to compare the process involved in Mr Algie's appointment to determine whether there was a departure.

"It appeared to be an EOI process engaged upon which had a fixed term to run which had expired before the resume of Mr Algie was forwarded by Mr Bailey to the minister's chief of staff," he said.

"And then very soon after that cabinet approved the appointment to the board and moreover after after the appointment was approved by cabinet there was due diligence carried out the following day.

"One would think that would be the wrong order of things.

"So whilst there was no corrupt conduct because there was no benchmark to compare it against, the process lacked transparency and accountability in our view and we've written to the under treasurer to ask that that process be reviewed and made more transparent and accountable."

Estimates hearings continue, with Ms D'Ath, Police Minister Mark Ryan and Emergency Services Minister Craig Crawford in the hot seat on Thursday.
