Local Government Minister Stirling Hinchliffe has issued a new show cause notice to the Ipswich City Council, under his newly expanded powers.

Local government reforms passed last month give Mr Hinchliffe more powers to sack councillors and mayors - and dissolve entire councils - "in the public interest".

Mr Hinchliffe began moves to appoint an administrator at the council last month after mayor Andrew Antoniolli was charged with seven counts of fraud, and asked councillors to show cause as to why they should not be sacked within 21 days.

Cr Antoniolli stood aside and was among four mayors and one councillor automatically suspended under the local government reforms passed through the Queensland Parliament.

It also came after former Ipswich mayor Paul Pisasale resigned, citing health problems in June 2017, and was later charged with offences including official corruption.

On Wednesday, Mr Hinchliffe said he had asked the Ipswich council to respond to further matters in his consideration of whether they should not be dismissed or suspended.

"In the wake of multiple charges by the CCC against both councillors and staff, I remain gravely concerned that the people of Ipswich are being short-changed by their council," he said.

Mr Hinchliffe said he would not "shy away from using" the new stronger powers, passed in late May.

The council and councillors have until Friday, June 29, to respond to the new show cause notice, which Mr Hinchliffe will then consider.

"The council and the residents of Ipswich have my commitment that any further material will be considered quickly but thoroughly, and a decision made shortly thereafter," he said.

Mr Hinchliffe said “more matters had arisen” since the original show cause notice was issued on May 3 but said that information was already in the public domain.

Asked why he had not made a decision quicker, Mr Hinchliffe said he would deliberately and properly follow the law.

“While it may be slow, it is deliberate, to make sure the resolution that is achieved is appropriate under the Local Government Act and serves the best interests of the people of Ipswich,” he said.

“The process requires me to give natural justice to people who are subject to these new matters – that’s why this is a fresh show cause notice, giving the opportunity ... to respond to that.”

Ipswich acting mayor Wayne Wendt said councillors would again submit documents which showed "how this council is getting on with the job of servicing the ratepayers of Ipswich".

"As elected representatives, we are committed to serving the best interests of our communities, and that is what we will continue to do," he said.

In a submission to the previous show cause notice, the council questioned how councillors who did not have charges laid against them could be considered to be "seriously or continuously breaching local government principles" or incapable of doing their job.

LNP leader Deb Frecklington said she was "gobsmacked" at how long it was taking for a decision to be made.

"Labor rushed sweeping new powers through the Parliament as a matter of urgency but has failed to actually make a decision," she said.

Earlier on Wednesday, Cr Antoniolli had his fraud and breach of bail charges adjourned to next week.

A request was granted in Brisbane Magistrates Court to have the seven fraud charges transferred to Ipswich Magistrates Court.

The fraud charges, along with the breach of bail charge, were adjourned to June 27.

The former police officer stood down from his mayoral duties on May 3, the day after the Crime and Corruption Commission charged him with seven counts of fraud.

He was accused of using council funds “for his own use” to purchase items from charitable organisations between 2011 and 2017.

On May 29, the 47-year-old was charged with breach of bail and held in the Ipswich watchhouse overnight.

He was alleged to have spoken to a number of colleagues while returning his property to the Ipswich City Council office after he was suspended under local government law reforms.
