Ipswich councillors have lodged their reply to a show cause notice issued by Local Government Minister Stirling Hinchliffe, pleading their case to keep their jobs.

Mr Hinchliffe began moved to appoint at administrator at the council earlier this month after mayor Andrew Antoniolli was charged with seven counts of fraud, and asked councillors to show cause notice as to why they should not be sacked within 21 days.

Cr Antoniolli stood aside, and was this week among four mayors and one councillor automatically suspended under new local government reforms passed through the Queensland Parliament.

It also came after former Ipswich mayor Paul Pisasale resigned, citing health problems in June 2017, and was later charged with offences including official corruption.

The council's submission questioned how councillors without charges laid against them could be considered to be "seriously or continuously breaching local government principles and/ or are incapable of performing their responsibilities".

It says: "No individual has entered a plea to any charge, no statements have been provided, no indictments have been presented, no trials have been conducted and no jury, properly instructed by a judge, has yet to reach a verdict whether the prosecution had proven a case beyond reasonable doubt."

Acting mayor Wayne Wendt said daily Ipswich council functions were being delivered and projects were progressing.

Cr Wendt said all charges or allegations made against staff or previous mayors were the result of complex investigations by police.

"Many of the charges are totally unrelated to local government, the council or the councillors," he said.

The submission, on behalf of all councillors, argued it would not be "good governance" of local government to sack innocent elected people.

"The removal of innocent, and democratically elected officials, from their positions is not the right move," Cr Wendt said.

"In fact, it would take away people's representation at the grassroots end of politics.

"Despite a vocal minority, feedback from the majority of people we're hearing from want us to continue to represent their voice in the council chambers."

Ipswich councillor Paul Tully said he wanted Mr Hinchliffe to appoint an oversight committee to watch and report back on the council's dealings over the next two years, instead of sacking the council.

"We believe this is very compelling, and it's an opportunity for the minister to review the situation," Mr Tully told ABC radio on Thursday.

"Still keep the councillors but that committee would report to him about the progress of the implementation of new policies and procedures in the council."

Mr Hinchliffe confirmed he had received a "comprehensive submission" from the Ipswich council.

"The submission includes letters from the acting mayor and Ipswich councillors, as well as letters from the acting CEO and appointed CEO," Mr Hinchliffe said.

"I would like to thank council for its careful consideration of the matters raised.

"I give my commitment to Ipswich City Council and the people of Ipswich that I will give the submission, and all the materials before me, the close attention they deserve."

Mr Hinchliffe said he was required to make a decision within a "reasonable time", under the Local Government Act.

"Based on advice I have received, a reasonable time is between seven and 28 days," he said.

The Crime and Corruption Commission has laid more than 70 charges against 15 people linked with the Ipswich council.

Meanwhile, Toowoomba Mayor Paul Antonio said he would fight an allegation he abused his position by funding an alternative route for the Inland Rail project.

A complaint against Mr Antonio was referred by the CCC to the Local Government Department.

The CCC found "there was insufficient evidence to raise suspicion of corrupt conduct" before referring the matter, and Mr Antonio said he would strongly defend allegations of inappropriate conduct.
