The waste levy will come into effect in July, at a cost of $75 per tonne to stem the tide of New South Wales trucks coming across the border to dump rubbish in Queensland landfills.

It comes after a report revealed the amount of rubbish trucked into Queensland from interstate increased by 37 per cent in 2017-18, reaching 1.2 million tonnes.

Environment Minister Leeanne Enoch said the state had been burdened with the legacy of the former LNP government's decision to repeal the waste levy in 2012.

The Palaszczuk Labor government has been in power since 2015.

"This decision led to Queensland becoming the dumping ground for waste from other states," Ms Enoch said.

"Not only are we seeing interstate waste continue to rise but without an effective market signal like a levy we have seen significant under-investment in waste management and recycling infrastructure compared to other states."

The waste levy was expected to raise $1.32 billion over four years, according to the June 2018 budget, when it was set at $70 per tonne.

Ms Enoch said the bill included annual advance payments of 105 per cent to councils to stop costs from being passed on to households, while money would be allocated for environmental initiatives.

"There will be no extra costs for Queenslanders to put out their wheelie bin," she said.

Maverick Labor member for Bundamba Jo-Ann Miller said it was wrong for the Newman LNP government to remove the waste levy but also threw some friendly fire at her own government.

"It was a mistake for this government to take so long to bring this legislation back into this Parliament but it is here now, so at least it is here," she said.

Ms Miller said trucks came "thundering" back into her Ipswich electorate when the waste levy was removed, leading to dust and bad smells.

"They came thundering back in along the Ipswich Motorway and the Cunningham Highway on to the local roads and the local roads are filled with dirt and debris and when it rains the cars and the trucks slide across the road," she said.

"People are vomiting in their own homes because the smell is that bad.

"Some are also in a situation where they have to lock themselves up in their hot houses in the middle of the Ipswich summers ... If you do not have airconditioning, it is like living in a hell hole."

The bill passed with support from Labor, Greens MP Michael Berkman and independent Sandy Bolton, while it was opposed by the LNP and Katter's Australian Party.

There were several amendments, including not charging the levy on waste from severe weather events, such as storms and flooding.

Opposition Environment spokesman David Crisafulli said the LNP opposed the waste levy because "there is so much wrong with it", the new tax was not revealed during the state election campaign and not enough money was going back to environmental initiatives.

"We will be opposing it because Queensland families will bear the cost, despite the promise from the Premier and just now from the minister," he said.

Mr Crisafulli said businesses could not absorb the cost, pointing to Housing Industry Association claims it would add about $1500 to the cost of building a new home, and said regional centres which did not have a problem with interstate dumping would bear the most pain from the levy.
