"The bikies are back under Labor," he said.

"It was very disconcerting to hear today that criminal motorcycle gangs might use the proposed human right laws to challenge the anti-association provisions."

It comes after bikies said they should have the right to associate with each other under Labor's proposed human rights laws.

Attorney-General Yvette D'Ath introduced a human rights bill last month, which would codify rights such as freedom of movement, expression, peaceful assembly and association, and a right to privacy and reputation.

The changes would not stop Parliament from intentionally passing legislation that was not compatible with human rights.

Mr Mander said Queenslanders had the right to be protected and feel safe.

"They will claim that their human rights are being contravened if they're not allowed to assemble together," he said.

"The LNP proved in government with our tough anti-bikie laws that this was a crucial point to breaking the bikies' control in society and that is not allowing them to associate together."

Mr Mander did not say whether the opposition would support a human rights bill and said the LNP was "sceptical".

"We have heard reports that those jurisdictions that have had human rights bills in for many years regret that happening," he said.

"Queensland, Australia, is a flourishing democracy, I'm not too sure what rights are being contravened at the moment that need to be protected."

On Saturday, Brisbane Times revealed Odin's Warriors motorcycle club spokesman Stewy Worth said the human rights of bikies were being breached by the government, including by restricting what they wore in public and referring to "innocent men as 'criminal gangs'."

However, Ms D'Ath has said the human rights bill would not override existing legislation, such as the Serious and Organised Crime Legislation Act.

"The Palaszczuk government has no intention of amending the Serious and Organised Crime Legislation Act 2016 because it is giving the Queensland Police Service the tools they need to crack down on organised crime," she said.

Ms D'Ath said the government was committed to the safety of Queenslanders.

"The human rights act expressly acknowledges that rights are not absolute; there is a balance between an individual's right and the rights of the greater community that must be considered," she said.

Labor's bikie legislation, passed in 2016, banned outlaw motorcycle club members from wearing their club colours in public places and made it illegal for a person to habitually consort with two or more convicted offenders after being warned by police not to do so.

Submissions to the parliamentary committee considering the human rights bill close on Monday at noon.
