A Right to Information request revealed thousands of pages of documents relating to potential state government funding of the upgrade of the Elgin-Moray and Moray-Carmichael roads.

There 67 pages were recorded "official discussions" about Cabinet Budget Review Committee deliberations, while others were redacted because the matter was still being negotiated between the department, Office of the Coordinator General, Isaac Regional Council and Adani.

One of Premier Annastacia Palaswzczuk's 2015 election commitments was not using taxpayer funds for the Adani mine.

Asked about reports the state government was in negotiations to take over and upgrade several council roads to the mine in the Galilee Basin during last year's election commitment at a cost of up to $100 million, Ms Palaszczuk said there were no taxpayer funds going directly to the Adani mine.

Ms Palaszczuk did not confirm whether the Queensland government would take control of the roads.

"We talk to councils at length, numerous times about infrastructure that they need," she said.

Soon after being sworn in after winning the state election, Ms Palaszczuk wrote to Prime Minister Malcolm Turnbull to veto an almost $1 billion concessional loan for the Adani mine for its rail link.

LNP leader Deb Frecklington accused Ms Palaszczuk of lying and breaking an election promise.

But Deputy Premier Jackie Trad rejected the claims.

"If this is about accelerating infrastructure in order to accelerate Adani's interests then obviously it would be precluded because it would be inconsistent with the commitment that the premier made," she said.

"But if there is a legitimate reason why local communities need upgraded infrastructure, of course, we're always in discussions, particularly with local councils around assistance for that."

Labor member for Mundingburra Coralee O'Rourke said the government was "always happy to talk to local councils about infrastructure needs".

"We do know that significant projects can always lead to further infrastructure, this can be a positive benefit for the community, but at this stage there's been no decision made," she said.

"This is not about breaking election promises, this is actually about engaging with local communities, local councils, which we do across the state, about what their infrastructure needs."

Consultancy Energy & Resource Insights applied for the documents under Right to Information, the ABC reported on Wednesday.

Mackay Conservation Group community organiser Maggie McKeown said Queenslanders did not want their taxes being used to support Adani.
