Officers announced they would halt boat patrols over a pay dispute one day after a fatal shark attack in the Whitsundays, although an exception would be made for the site of the attack.

A 33-year-old Victorian tourist died after being bitten on his left thigh, right calf and wrist while he was in the water near a chartered yacht just after 5.30pm on Monday.

Asked whether the Together Queensland union's announcement of its two-week statewide industrial action one day after the attack was appropriate, Mr Furner initially said it was a matter for the union.

"That's something the union should answer, I'm not going to respond to that," he said.

"They've been taking this action for several weeks now, I'm unfamiliar with the type of that action, the length of that action, but certainly that's action notices that have been in put in place for several weeks now."

Mr Furner said the industrial action would also not impact on the shark-control program for the rest of Queensland, which includes shark nets and drumlines at 86 of the state's most popular beaches.

"With the program, it's a combination of not only Queensland Boating and Fisheries Patrol officers, but it's also contractors, so a lot of the contractors go out and inspect the lines and the nets so they are not covered by the action," he said.

"There should be no impact."

Queensland Boating and Fisheries Patrol members conduct shark control, enforce fishing laws and issue infringements among other duties.

Fisheries officers want a pay rise as part of a new enterprise bargaining agreement, arguing they are not being fairly paid for weekend and public holiday work.

LNP leader Deb Frecklington said the industrial action could not have come at a worse time.

"We have just had a fatal shark attack in the Whitsundays and today we have learned a dispute with the Palaszczuk government means there will be a ban on boat patrols for two weeks," she said.

It comes as Tourism Minister Kate Jones announced a roundtable would be held on Friday with the Whitsunday Regional Council, marine experts and tourism industry officials.

"What the tourism industry is saying to me is that they want long-term solutions, not knee-jerk reactions and that's exactly why we intend to sit around the table with the scientific experts and the tourism industry to work on solutions," she said.

There will be signs installed by the weekend warning tourists not to swim in Cid Harbour.

The Queensland government has ruled out installing permanent drumlines in Cid Harbour, despite deploying temporary drumlines after two shark attacks in September in the same area.

Mr Furner said there was a large number of bait fish in the area so it was not a long-term solution to install drumlines.

"[It] will not make a huge dint in the overall catch of particular sharks," he said.

Mr Furner said he had also heard anecdotal evidence of people dumping food from yachts, which was attracting sharks.

LNP leader Deb Frecklington said Labor needed to explain why one of the only areas of Queensland without drumlines or netting, the Whitsundays, had three shark attacks in six weeks, accusing the government of organising a "talkfest".

She said there should be a full parliamentary inquiry into the state's shark-control program.
