The Health, Communities, Disability Services and Domestic and Family Violence Committee released an issues paper as part of its 12-month inquiry into aged and palliative care, end-of-life and voluntary assisted dying on Thursday.

People will be asked whether they think voluntary euthanasia should be allowed in Queensland, whether it should be limited to people aged 18 and over, and if doctors should be allowed to conscientiously object.

People will also be asked what safeguards are needed to protect vulnerable people from being coerced, whether counselling services should be provided for people considering euthanasia, and what circumstances should determine eligibility, such as after the diagnosis of a terminal illness or pain and suffering that a person considered unbearable.

Clem Jones Trust chair David Muir said the committee would need to hear from experts about the issue of what age voluntary euthanasia should be allowed.

"We have no fixed view about what age that might be but the committee no doubt will turn their mind to what is the appropriate age for somebody to say that 'I am capable of making the decision at the end of my life'," he said.

"This will affect young people as well as old people, there are some people who are young who have end-of-life disease and they will make a decision to say, look I don't want to go down this pathway of degradation ... I want to end my life with dignity."

Mr Muir urged the Parliament to consider any legislation coming out of the inquiry before the next state election in October 2020.

"There's a sense of urgency here because all the evidence of other parliamentary inquiries in Western Australia and Victoria indicate that every week, somebody is taking their own life in a very drastic and lonely way," he said.

Mr Muir said he believed conscientious objection for doctors "makes sense" but they should be required to refer to a medical practitioner who was not of that view.

The paper says features of a potential voluntary assisted dying scheme in Queensland, based on schemes elsewhere, could include:

Committee chair Aaron Harper said Queenslanders had a historic opportunity to contribute to the inquiry.

Mr Harper said voluntary euthanasia had never previously been examined by the Queensland Parliament and there would be passionate and divergent views on whether it should be legalised.

"I encourage everyone to share their views and to treat these issues in a sensitive and respectful manner," he said.

Cherish Life Queensland executive director Teeshan Johnson said allowing voluntary euthanasia was counter-productive to reducing suicide rates.

"No safeguards are effective when it comes to euthanasia," she said.

"It is open to serious manipulation and can be the worst and ultimate form of abuse of those who are ill, elderly or disabled."

The committee will closely monitor the royal commission into aged care in Adelaide.

Victoria was the first Australian state to legalise assisted dying for the terminally ill, with the laws coming into effect in mid-2019.

Submissions to the inquiry close on April 15, with the committee due to report by November 30.
