Queensland's crime and corruption watchdog tabled its report in Parliament on Tuesday after wrapping up the investigation into Ipswich City Council and made four recommendations.

"Significant governance failures and cultural issues that appear to have been occurring over many years and which would not have occurred in an environment in which the values of transparency, accountability and good governance were paramount," the report said.

"Council policies and procedures were either not followed, or were ignored or circumvented, including by councillors and senior executive employees, resulting in the misuse of council funds and assets."

The report also found a "very dominating senior figure", an inner circle of councillors and senior executives who had worked together for a long time, and weak policies have allowed corruption to occur.

The CCC recommended that the use of private email accounts when conducting official business should be banned across all local councils and also included in the councillors’ code of conduct.

All Queensland councillors have also been given some homework and asked to ensure they are aware of their council's, in particular, those policies and procedures regarding financial controls.

The CCC also recommended that a minimum set of standards for monitoring councillors' compliance with policies and procedures be set up for areas identified as "high risk" for councils.

The Department of Local Government, along with the CCC and the Queensland Audit Office, will decide which areas should be classified as "high risk".

The department should also review whether councils should be able to use controlled entities and whether extra regulations are needed, according to the CCC report.

Regardless, the CCC said these controlled entities should be brought under its watch and make them subject to Right to Information laws.

But long-serving councillor Paul Tully, who has not been charged with any wrongdoing, said there was nothing new in the report.

"There is no smoking gun, there are no details in this report except unnamed people and allegations without any proof," Cr Tully told AAP.

"It's nothing more than a rehash than what's been reported in the media over the last 15 months."

Local Government Minister Stirling Hinchliffe said other findings in the report included inappropriate relationships between council and property developers and contractors.

The CCC also said Ipswich City Council failed to keep a fraud risk register and record gifts and benefits received, and senior council members influenced decisions to benefit close associates.

He said the report highlighted the need to dismiss the council and appoint administrators

"The report identifies a wide spectrum of serious governance and integrity failures that make absolutely shocking reading," he said.

“Suspected official corruption, improper use of power and influence for personal benefit and a lack of accountability for public resources – these are extremely disturbing findings.

“It concerns me greatly that honest, hard-working staff have been adversely impacted by this unacceptable behaviour along with local businesses and the Ipswich economy.

“Staff who wanted to report corrupt behaviour feared losing their jobs or the prospect of having their careers ruined just for doing the right thing.

“I will carefully consider this report and its recommendations and continue to progress our Local Government reforms, which aim to make all Queensland councils more accountable while supporting the vast majority of Councillors who are doing the right thing by their communities.”

State opposition leader Deb Frecklington described the CCC report as “damning” and said Ipswich residents "deserve better".

“Annastacia Palaszczuk needs to adopt all four recommendations from the CCC’s report," she said.

“Labor talks about integrity but has turned a blind eye to alleged corruption in its own backyard.

“The Labor protection racket needs to end. The LNP has been calling for the dismissal of Ipswich City Council since May."

The CCC opened its investigation in October 2016 to investigate corruption allegations relating to then-mayor Paul Pisasale, along with then-chief executive Carl Wulff and chief operating officer Craig Maudsley at Ipswich City Council.

As a result, 15 people have been charged with 86 criminal offences, seven of which were either current or former council employees or councillors.

In addition to the charges, the CCC identified significant failures and cultural issues within Ipswich City Council.

Parliament is still considering legislation to remove Ipswich City Council and appoint an administrator, and many of those charged in the investigation are still going through the courts.
