Former Supreme Court judge Stanley Jones was tasked to lead a steering committee looking into youth sexual violence and abuse across Queensland following shocking revelations from West Cairns and Aurukun.

The steering committee's report revealed that across the state, schools were one of the places outside the home where youth sexual violence and abuse were most likely to occur.

Where the perpetrator was 17 years old or younger in an Education Department student protection report, 26 per cent were deemed to be a relative of the victim, while that was 56 per cent when the offender was 18 years or older.

Judge Jones said youth sexual violence and abuse was disproportionately felt by Indigenous people but it could occur in any community.

Indigenous youths were twice as likely as non-Indigenous youths to be victimised, while girls were more likely to be victims, with the highest rates experienced by 13 to 16-year-old girls.

"Like many other social problems, it is concentrated in the poorest, most disadvantaged neighbourhoods and it is in these areas that support is most required," he said.

The report, which includes previously unpublished data, shows consistently high rates for youth sexual offenders in north Queensland, Cairns, Townsville and Rockhampton.

Areas with 50 or more victims on average each year included Cairns, Toowoomba, Kirwan, Caboolture, Logan Central and Bundaberg.

In some of Queensland's most disadvantaged locations, violence had become almost normalised, the report said.

In the seven years to 2015/16, 2300 to 2600 young sexual offence victims were reported each year to police, but the report argued the figures were likely to be much higher due to under-reporting.

However, rates of reported sexual violence child victims have been decreasing.

The rates of child pornography-related offences among young offenders had risen significantly in recent years, with almost half aged 13 to 15.

The Youth Sexual Violence and Abuse Steering Committee's final report - examining evidence from across Queensland from Indigenous and non-Indigenous communities - was handed to the Queensland government in March 2017 but only publicly released on Tuesday afternoon.

Its recommendations included a whole-of-government response to youth sexual violence and abuse, more data collection, an awareness campaign, a designated hotline and making respectful-relationships programs, including sexual ethics, a compulsory part of the curriculum in each year of primary and secondary school.

The committee recommended the government consider establishing a statutory authority to oversee its investments in Indigenous communities, to be chaired by an Indigenous leader.

The report also asked for consideration of new police guidelines to balance protecting children from the harm caused by child pornography and not criminalising young people for consensually sharing images online.

The steering committee was established in response to the Smallbone Report, which revealed disturbing youth sexual violence and abuse in Aurukun and West Cairns.

The Smallbone Report was commissioned by the Bligh government and its report handed to the Newman government in 2013 — and made public in 2016.

It revealed a "deeply shocking" prevalence of sexual abuse and violence, with rates of STIs in Aurukun more than 50 times the state average.

One-quarter of the offences in West Cairns involved an offender who was under 18, while in Aurukun some offenders were as young as 10.

Child Safety Minister Di Farmer said released the steering committee's final report at 5pm on Tuesday as she faced estimates hearings.

"Our responses to the Jones report have been really done alongside the responses to the royal commission into institutionalised sexual abuse of children," she said.

"We have been really since 2015 been very very aware of this issue and in fact have an extensive timeline of initiatives which we've been putting into place since that time."

Ms Farmer, who was promoted to cabinet after the November election, said she took over responsibility for the report this year.

"In terms of timing, now's as good a day as any to do it," she said.

Ms Farmer announced $12 million over four years in new and expanded initiatives to combat sexual violence, including enhancements for sexual assault and child sexual abuse services.

The LNP criticised the government for releasing the report only after 16 months and during estimates.
