Premier Annastacia Palaszczuk has launched a 12-month parliamentary inquiry into the delivery of aged care, end of life and palliative care in Queensland across the health and ageing service sector.

David Muir, from the Clem Jones Trust which has campaigned on voluntary euthanasia, has urged the Labor government to introduce legislation during this term, rather than waiting until after the October 2020 election.

"There's no reason for delay, delay will cause more distress and harm, so that's my message to the Premier," he said.

"Please as a result of this inquiry, bring the legislation forward in this term of government."

Cherish Life Queensland president Donna Purcell said legislating euthanasia sent the message that some lives were "not worth living" and it was counter-productive to reducing suicide deaths.

But Mr Muir said it was about "choice".

"It's voluntary assisted dying, we think it's wrong that people should put their own beliefs upon others," he said.

"Everybody is entitled to a choice so we say to those who oppose it, it may not be for you, that's OK, but we say that others who have a different set of beliefs are entitled to make their choice at end of life."

Voluntary euthanasia laws will come into effect in Victoria in 2019.

However, Ms Palaszczuk was non-committal about whether she envisioned laws would be introduced this term, or whether she would take the issue to the next Queensland election.

"We don't know what the committee's going to recommend, so it's in the committee's hands," she said.

"I would like the committee to travel far and wide in terms of engaging with as many Queenslanders as possible.

"I know this is an issue that means a lot to people because I've had so many people stop me about it."

Ms Palaszczuk said she knew people had strong views about voluntary euthanasia.

"That's why we need a very comprehensive committee system to go through it and really listen to people, like we did with the abortion law reform," she said.

Ms Palaszczuk also did not say whether Labor MPs would be allowed a conscience vote on potential future legislation.

"I'm not even going to get that far into discussions because this is very preliminary so this is basically setting up the inquiry," she said.

"We know in Victoria it went for a couple of years, so it's down to go for the year, it's up to the committee, but also [in the interim], it might have issues that are raised about aged care that also feed into the royal commission."

Health Minister Steven Miles said he did not want to pre-empt the inquiry but he conceded beginning and end-of-life matters were typically decided via a conscience vote.

"I would expect that's most likely to be the outcome if the end of this process is a bill coming to this house," he said.

LNP leader Deb Frecklington said there was a long way to go before "we can even discuss anything to do with what the inquiry is going to find".

"[It's] a highly-emotional and a personal issue for many people," she said.

The Health, Communities, Disability Services and Domestic and Family Violence Prevention Committee will run the inquiry and is due to report by November 30, 2019.
