Mr Guy and his colleagues in the Victorian branch of the party are the next Liberals to face an election, with the November 24 state poll now less than five weeks away and the dumping of Malcolm Turnbull as prime minister still fresh in the minds of voters.

But Mr Guy said on Sunday that Victorians were not raising the unpopularity of Scott Morrison’s federal government as an issue as campaigning for the state election gathered pace.

The Opposition Leader was in his own seat of Bulleen on Sunday morning, announcing his $195 million policy for children's sport , while the contest in Wentworth was back on a knife-edge with independent challenger Kerryn Phelps clinging to a narrow lead and postal votes still being counted.

Mr Guy was asked on Sunday if he thought federal issues would play a role in the coming state poll.

“I obviously hope not,” he said.

“I want the state election to be fought and decided on state issues.

“That’s why I’m talking about the pressures of population growth on grassroots sport today.

The Opposition Leader was also asked what he was telling voters who asked about the Federal Liberals.

“To be frank, they don’t really,” he said.

“The federal Parliament has been in a difficult place since probably mid-2010 and that’s spanned a number of governments now.

“Australians are fatigued with that, they want the Parliament to focus on the needs of the country and I think Scott Morrison is trying to do that and I hope, again, the byelection won’t be a distraction in the national Parliament.”

Mr Guy said he was trying to concentrate on things he could control.

“I have to focus on things that I can control,” he said.

“I can’t control the federal Parliament, I can’t control the weather, I can’t control international events so you have to manage what you can control in politics, what I can control is my policies, my plan and my vision that I want to sell to Victorians."

Mr Guy said he hoped to see Mr Morrison in Victoria, helping to campaign for the Coalition, in the coming weeks.
