The Canberra Times can reveal Toulouse have made a massive play to lure Arnold to the south of France and the tallest player in Wallabies history is expected to finalise a deal as early as this week.

It would be one of the first major post-World Cup contract decisions as Rugby Australia and the Super Rugby franchises plan for beyond 2019.

Arnold has one year left on his contract in Canberra and will play for the Brumbies next season as he sets his sights on earning a spot in the Wallabies squad for what would be his first World Cup.

The towering lock is one of several Brumbies who will be on the open market at the end of next year, prompting European and Japanese clubs to make early contract moves to secure talent.

David Pocock, Christian Lealiifano, Sam Carter, Henry Speight and Tevita Kuridrani are among the Brumbies players who will attract overseas interest.

Arnold will sacrifice his Wallabies ambitions if, as expected, he agrees to join Toulouse, although Australian coach Michael Cheika has used the 28-year-old in just four Tests this year.

Arnold won the Brett Robinson award as the Brumbies best player this year after an outstandning Super Rugby season.

Arnold will leave a 208 centimetre, 120 kilogram hole in the Brumbies' forward pack, although second-rowers Darcy Swain, Murray Douglas and Blake Enever are all waiting for their respective opporunities.

Arnold's size meant he made an immediate impact when he joined the Brumbies at the end of 2014 and he went on to make his Wallabies debut after just a handful of Super Rugby games.

He turned his back on a French contract offer at the end of 2016 to stay in the capital and pursue his Wallabies goals, but Toulouse came knocking again.

The Brumbies are hoping they will be able to secure their core roster at the start of next year, but there is usually a changing of the guard at the end of a World Cup cycle.

Pocock, the world's best openside flanker, is yet to make a decision about his Australian rugby future but ongoing neck problem could have an influence on whether he stays or moves abroad.

Lealiifano has spent the off-season in Japan as part of a short-term arrangement to get game time and will return to the Brumbies in January after signing a one-year contract extension.

Prop Allan Alaalatoa has signed a long-term contract extension to stay at the Brumbies until at least the end of 2023 and it's hoped his front-row partner Scott Sio will also stay in Canberra.

The Brumbies have added Chris Tindall to their back-room office as the high performance manager and the former New Zealand Rugby contracts expert will take charge of the recruitment and retention process.

"It's not just about retention, it's about succession management as well. That comes down to knowing your men really well and knowing what's important to them at different stages," Tindall said when he started in the job.

"In the end you want to care for your men and know sometimes it's best for them to go, but keep that relationship open."

The Brumbies will have their annual general meeting on Thursday night, where the club will announce a $50,000 profit and appoint a new chairman and president.

Matt Nobbs is expected to be elected to the chairman's position after fill the role on an interim basis, while Jim Shonk and Peter Johnson are the two nominations to replace Bob Brown as president.
