Canberra bid leader Michael Caggiano says his team will continue to build momentum and work with the FFA to give them the financial certainty needed to commit to a professional soccer team in the city.

The FFA board has delayed a decision on which of the six remaining bids will be successful in gaining entry to the A-League, but it's believed there is still a push for expansion to go ahead for the 2019-20 season.

Canberra is perfectly positioned to move ahead of its more fancied rivals in Sydney and Melbourne given the proposal is built on a community-ownership model and Caggiano's team has been working on significant partnerships in Asia and Europe.

Wollongong and Ipswich were cut from the process on Wednesday, leaving Canberra to go head to head with Southern Expansion, Macarthur South West Sydney, Western Melbourne, Team 11 in Victoria and South Melbourne.

Canberra has secured significant investment from the ACT government, already has more than 5000 members and a deal to play at Canberra Stadium, putting it well ahead of its rivals.

Canberra is also the only bid to have links to a women's team - Canberra United - and gender equity is part of the plan to build pathways in the capital.

Division in Sydney and Melbourne, as well as uncertainty surrounding stadium options, could lead to the FFA choosing to expand into a new region rather than over-populating existing markets.

"Teams have to be self sustainable and have the funds available. We've got part of that through the ACT government and part of that through investors," Caggiano said.

"We're confident in the space of capital adequacy ... I'm sure we'll have ongoing dialogue with the FFA and in the next few weeks we'll assure them on the confidence we have in ourselves.

"We are the ready to go team with everything we need to be a powerhouse from kick-off in September next year.

"We've got an advisory board set up with a path to transfer us to a sporting entity and we've had conversations around key appointments. Within reason, we can adapt to any delay and work from there."

A-League broadcasters are keen to create more rivalries in the competition and have stated their desire to add teams in existing locations for derby contests.

But A-League boss Greg O'Rourke said this week "there's geographies of Australia that are not connected yet to the A-League and the teams that we would propose to put forward would enable that connection of that geography and those parts of the community."

That has fuelled the fire in Canberra and they are confident their proposal will stack up against the teams from Sydney and Melbourne.

"Since receiving the eight bids, we have carefully evaluated information provided and commitments made by the bidding parties. It was clear certain bids were stronger than others," said FFA boss David Gallop.

"We have six bids that all have positive aspects but require further work in certain areas. We need to continue our consultation with those bid teams to ensure that they adequately address these areas to ensure their future sustainability, which includes securing stadia, catchment area and financial capital.

"It is critical that FFA can be satisfied the successful bidders will be sustainable from day one as well as meet a variety of commitments that will benefit the longer-term growth of the Hyundai A-League," Gallop said.

"It is universally acknowledged that expansion of the A-League is an important next step forward. We know it will provide a shot in the arm for our game by providing more opportunities for young Australian footballers, bringing in new fans and engaging new communities.

"We look forward to continuing to work with these groups, the existing clubs and other stakeholders to make expansion a success for the whole of football.

"FFA will continue to work towards expansion in the next season of the A-League should it be satisfied the remaining bids address some of these outstanding issues."

The FFA has serious concerns over the financial backing for one of its favoured bids for A-League expansion with no certainty surrounding funding for Team 11's stadium.

The bid hailing from South-East Melbourne is among the frontrunners to be granted a licence to enter the competition, but is not yet assured of receiving much-needed grants from the Victorian state government to build its permanent home.

The bid is led by the local council and has already gained land approval for the site of the future stadium, but requires $170 million in state government funding for the project.

The Canberra team would play at Canberra Stadium and winning an A-League licence would also help convince the ACT government to build a new stadium with a roof in Civic.

A delay on the decision on expectation appears inevitable with the FFA board split on whether to proceed with the current timeline of an October 31 announcement. Any delay will likely put back the announcement to December at the very earliest, likely leading to the successful bids entering the 2020-21 A-League season rather than the 2019-20 campaign.

Team 11 are one of three bids from Melbourne remaining in the hunt for an A-League licence, alongside Western Melbourne Group and South Melbourne. It's understood the other front runners include Southern Expansion from Sydney's south, South West Sydney and Canberra.
