The Auditor-General’s report was made public in August, finding allegations of bullying against former ACT Health director-general Nicole Feely and the former deputy director-general corporate were not properly managed, while the pair launched misconduct investigations into two employees without proper documentation or process.

The report raised serious concerns about the culture of ACT Health and the processes by which internal disputes were managed.

The audit report found that in 2016 Ms Feely and the then deputy director-general launched formal investigations into two performance information branch officers despite not producing documents to justify it at the time.

The allegations against the officers stemmed from mid to late 2016, when concerns about the accuracy of ACT Health's performance data were identified.

Health Minister Meegan Fitzharris tabled the government's response to the report in the Legislative Assembly on Thursday, saying the government had accepted all three recommendations.

The recommendations included better training for executives and managers for the handling of potential breaches of the code of conduct, and for managing reports of inappropriate workplace behaviours.

Ms Fitzharris told the Assembly there had been significant work done to improve the department's culture since March.

She said there were a number of avenues employees could take to have their concerns addressed, including approaching their direct manager and a number of programs.

She said a new initiative the department had established was an employee advocate program.

"This role will provide staff with another avenue – in addition to those already available – to assist in having the issues or concerns of employees addressed and resolved in an appropriate and timely manner," Ms Fitzharris said.

"The advocate will be able to advise staff on the options available to them, and give them guidance on what a complaints process would entail."
