The Queensland government has announced a five-point plan to improve safety following a roundtable meeting with tourism operators and researchers in Airlie Beach on Friday.

It came after the death of 33-year-old Victorian doctor Daniel Christidis in Cid Harbour on Monday, and two shark maulings 24 hours apart in September at the same location.

Tourism Minister Kate Jones said Friday's meeting gave the Whitsundays tourism industry a chance to work directly with marine experts.

"All the experts agree that education is the key," she said.

"That's why, as a direct result of today's roundtable, we've committed to a SharkWISE campaign to educate people about the risks of swimming in some locations."

Ms Jones said the recent shark attacks were unprecedented and demonstrated more research was needed to understand shark behaviours.

"We also heard very clearly from operators that they want scientific research done in Cid Harbour," she said.

"They have been working and investing in business here in this region for decades, they know these waters, they are telling us they think something has changed, they want to get to the bottom of that, this scientific research project is at the direct request of tourism operators."

Ms Jones said a couple of tourism operators advocated for drumlines but they were told by Great Barrier Reef Marine Park Authority they would not approve the use of shark nets or drumlines in the region.

"We are working within the framework that is set under national law," she said.

"You can put drumlines out there but I still can't look someone in the eye and guarantee them it's safe to swim in Cid Harbour.

"People are deeply concerned about sending out the wrong message that would create a false sense of security."

Fisheries Minister Mark Furner said Cid Harbour was being recommended as a no-swim zone, with more than 70 signs already installed in the water warning against swimming.

Mr Furner said there was no plan to place drumlines in Cid Harbour because they could not guarantee swimmer safety.

"Cid Harbour is a fair distance off the mainland and that's one of the reasons why it would not work on a sustainable basis," he said.

The meeting was hosted by Ms Jones, Mr Furner, Whitsunday Mayor Andrew Willcox, and was attended by representatives from Tourism Whitsundays, tourism operators, Whitsunday Marine Advisory Group, Whitsunday Charter Boat Industry Association, Whitsunday Bareboat Industry Association, commercial fishermen, police, The University of Queensland, James Cook University, the Great Barrier Reef Marine Park Authority, Maritime Safety Queensland and Queensland Surf Lifesaving.

LNP leader Deb Frecklington said Labor's response to three shark attacks in the Whitsundays was out of touch, negligent and irresponsible, with "not one practical solution to put people before sharks".

"The evidence is already in, drumlines and nets have protected Queenslanders for more than 50 years," she said.

"Every major tourism area in the state has a shark control program except for the Whitsundays.

"Drumlines should be immediately installed in the Whitsundays."

The LNP will pursue a full parliamentary inquiry into the state's shark control program during next week's parliamentary sitting.

LNP member for Whitsunday Jason Costigan has called for permanent drumlines to be installed in the region.

Since the shark control program started in 1962, there has been one shark fatality at a shark control beach in Queensland.
