The latest government figures - providing data from the first half of 2018-19 - also showed there have been no strip searches and just one operational lockdown in the six months to December 2018.

It is the third report since the government committed to releasing the figures in 2017.

The report, tabled in the Legislative Assembly on Thursday, found there were six category one incidents at the youth detention facility between July and December 2018.

In the two years from 2016-17 to 2017-18 there was not one similar incident at the facility, the report said.

A category one incident is a serious incident where the director is to be notified.

This includes, but is not limited to, attempted suicide, serious injury, serious health complaint, escape and serious assault.

Ms Stephen-Smith noted there had been an increase in the serious incidents, saying they all reflected "complex trauma-related behaviours" within the cohort of young people.

"As I have said before, I am committed to being as transparent as possible about Bimberi’s operation and performance," Ms Stephen-Smith said.

"These bi-annual reports will continue to drive continuous improvement in practice at Bimberi and enhance the already robust oversight mechanisms currently in place."

The report showed there were nine assaults in the six month period and 104 use of force incidents.

Ms Stephen-Smith said there had been a trend downwards in assaults over the past decade.

There was also just one lock down period in the first six months of this financial year despite 179 in 2017-18.

The number of strip searches for young people entering detention is now at zero with 50 per cent of inductions undergoing a strip search just two years ago.

The ACT Human Rights Commission previously raised concerns with the practice of strip searching Bimberi detainees, particularly the use of the "squat and cough" technique, which was discontinued in 2017.

Ms Stephen-Smith said staff applied a risk-based assessment for the types of searches necessary on induction.

"These searches are necessary at times to maintain the safety of the young person themselves and others within the centre, however it is acknowledged that every effort should be made to reduce strip searches to a minimum, given the trauma that has often been experienced by young people entering custody," she said.

"As this Assembly knows, the work of supporting some of our most complex young offenders at Bimberi is challenging.

"I remain passionate about ensuring we have a youth justice system that is rehabilitative and provides opportunities for young people.

"I wish to thank all the people at Bimberi who work tirelessly to support some of our most vulnerable children and young people."
