Back-to-back wins and his own form means Williams has kept Aidan Sezer out of the Raiders team to face the Parramatta Eels at Canberra Stadium on Sunday.
Sezer will be 18th man as he continues his comeback from an oblique injury, while Royce Hunt will be 19th man.
Stuart faced a tough choice whether to stick with Williams after he guided the Green Machine to wins over Newcastle and North Queensland or revert back to Sezer, who was his first choice No.7 at the start of the season.
"Sam's last two games, outside winning, his form has warranted him to keep his spot," Stuart said.
"It's always a difficult position when you've got an NRL player in his wings, but that's the difference this year - we've got some pressure on positions.
"Sam's last two games have been quality football and he deserves to keep his spot, and Aidan fully understands that and supports it."
It means Williams will go head-to-head with Eels half Mitchell Moses, who's returned to form after a tumultuous 2018.
Williams felt Moses was "maturing" and was benefiting from the arrivals of former Raiders prop Junior Paulo and Roosters premiership star Blake Ferguson.
Both Ferguson and Paulo have helped with Parramatta's go-forward and their 3-1 start to the season.
They share that record with the Raiders, who are looking for their equal best start to an NRL season since 2005.
"He's really owning that team and on the back of some really good go-forward off the back of Junior and Fergo who are showing really good signs early on in the season," Williams said.
"Mitch will be really happy to have those sort of players within the team.
"He's a player with plenty of potential and he's started the season really well."
One of the key battles will be between Raiders left wing Nick Cotric and his opposite number Blake Ferguson.
It's a battle that could help decide the outcome of the game, but it could also help decide who plays on the wing for the NSW Blues come State of Origin time.
The right wing's potentially up for grabs following injuries to incumbent centre James Roberts (Achilles) and winger Tom Trbojevic (hamstring).
Both Ferguson and Cotric are options for Blues coach Brad Fittler for Origin I in June.
Stuart said Cotric would play Origin, it was just a matter of when.
"The opportunity for Nick to represent NSW will come through high-quality performance with the Raiders," he said.
"He will play Origin one day. When it will happen he'll be ready."
