About one in three people who died or were injured on Canberra roads last year were cyclists, pedestrians and motorcyclists, according to the 2015 ACT Road Crash Report.

Fifteen people were killed in crashes in the ACT last year, the highest number of deaths since 2010.

But while the ACT's crash rate per 100,000 of the population spiked to 3.8, it was still far lower than the national rate of 5.1.

While the overall number of crashes increased slightly to 7850, the total number of casualties declined to 813.

Although the number of cars in the ACT has grown by 25 per cent in the past decade, the number of reported crashes has remained steady.

However cyclists, pedestrians and motorcyclists remained overrepresented in serious crashes.

Five of those fatalities and more than a quarter of casualties were from crashes involving vulnerable road users.

Increased motorcycle registrations and numbers of people cycling were given as possible reasons why in the report, and justice minister Shane Rattenbury said he hoped the government's improved driver education programs and testing would help reduce these crashes.

"Speed management and lower speeds in areas that have lots of pedestrians and cyclists will enable safe interactions in these areas and other mixed mode environments," Mr Rattenbury said.

P-platers also continued to be overrepresented in serious crashes, the report showed.

Despite making up just 6 per cent of licence holders in the ACT, four drivers involved last year's fatal crashes were on their P-plates.

Provisional drivers also accounted for 13 per cent of injury crashes.

People aged 20 to 24 years made up the highest proportion of those injured in a crash.

Mr Rattenbury said provisional drivers were the only licence holder type disproportionately represented in all types of crashes.

"The ACT's result by comparison to the national outcomes is encouraging but we are still a long way off achieving a road transport system which is free of death and serious injury," Mr Rattenbury said.

It was clear Canberrans were yet to head warnings about safe following distances too.

Rear-end crashes were by far the most frequent kind of crash last year, with 3465 reported.

One person died in a rear-end crash while 108 nose-to-tail prangs caused injury.

More than a third (36 per cent) of all crash injuries came from T-bone collisions. There were 1097 of those in the ACT last year, two that caused a death.

The majority of crashes occurred on a Wednesday with the lowest number on a Sunday.

Most crashes coincided with peak hour traffic, in between the hours of 8am and 9am and 5pm to 6pm.

The majority (82 per cent ) of crashes occurred in fine weather conditions, during daylight hours (77 per cent).

Cross intersections emerged as the intersection with the highest number of crashes.

1638 crashes occurred at cross intersections last year, compared to 1287 at T-intersections and 977 at roundabouts.
