The merit principle is no mere optional extra: it's fundamental to public service integrity

Public Service Commissioner John Lloyd has made no secret of his intention to bring the Australian Public Service's employment practices more in line with those in the private sector. Indeed, this was the implicit mandate in his appointment by the Coalition government. He launched the latest round in this campaign by commissioning a report on public sector human resource practices by a respected and experienced businesswoman, Sandra McPhee. The report, which had input from consulting firms Nous Group and Boston Consulting Group, was completed at the end of last year. A working party of deputy secretaries has been considering it since December and the secretaries board recently endorsed it. The underlying theme is that the APS needs to adopt more flexibility and agility (no surprises there!) in all aspects of its employment procedures.
