The admission has led shadow education spokesman Steve Doszpot to question the independence of the inquiry, which Ms Burch has vigorously defended.

When responding to questions from the opposition on Wednesday, Ms Burch would not detail which matters had been excluded from public release, but said all findings had been accepted by the principal of the school.

The inquiry found the principal was the sole instigator of the decision to place an autistic ten-year-old boy inside a cage in a Canberra primary school.

Bureaucrats within the education directorate also face sanctions over the incident after failing to act on the first advice about the cage on March 17, nor appropriately escalating concerns regarding its construction or use.

"Clearly there were discussions between myself and the director-general about it and my clear interest was to have as much information put out as possible," she said.

"That has been my view from the very beginning, understanding that the under provisions of the investigation through the EBA the full report in its original form would not be released.

"But I understood [there was] community interest and sought to have as much included in the public domain as I possibly could."

Mr Doszpot said the minister's statements seemed to contradict her insistence the inquiry was totally independent.

"[On Tuesday], Ms Burch told the Assembly that the director-general made the decision about the publicised information," he said. "Today, she suggested she may have been involved."

"She may have admitted the document which was released to the media and published on the Education Directorate's website, was vetted and altered by the Minister's office."

But Ms Burch reiterated the inquiry was totally independent from herself and from the Education and Training Directorate.

"I sought advice from the director-general about releasing the terms of reference and about releasing a redacted version of the delegate's report," she said.

"In both instances, I was advised that this could not be done due to provisions relating to privacy and legal considerations."

Ms Burch also described an autism group who moved a motion of confidence against her on Tuesday as not representative of the entire community.

Speaking Out for Autism Spectrum Disorder chairman Bob Buckley raised concerns about the government's response to the cage once it was reported.

Mr Buckley said he was worried the expert panel had a conflict of interest and would not be able to provide a satisfactory resolution.

"The members of its expert panel are at least partially responsible for the design, staff training, operation and monitoring of existing education services in the ACT so, they have a substantial conflict of interest," he said. "We are disappointed that the government is using the expert panel's existence as an excuse to avoid engagement with the autism spectrum disorder community."

Ms Burch said Mr Buckley was a passionate advocate for his family and for families with autism.

"But let's be very clear, he does not speak on behalf or represent the entire autism community and he is particularly weathered to the applied behaviour analysis approach," she said.

Ms Burch said she took exception to Mr Buckley's suggestion the expert panel had a conflict of interest.

"It is interesting that Bob Buckley has cast such negative comments against Professor [Anthony] Shaddock, against the Human Rights Commissioner for Children and Young People, and against Sue Packer who was a well-regarded paediatrician in this city," she said.

"I will challenge Mr Buckley on that because I would say Professor Shaddock, Sue Packer and Alasdair Roy are indeed up to the task."

When questioned by the opposition earlier this week, Ms Burch said the construction of the cage was solely the responsibility of the school principal.

"It was no doubt a failing," she said. "The principal made this decision. She didn't take advice from the experts around her. She made a decision that was clearly [and] absolutely flawed."
