Education Minister Joy Burch this week released a long-awaited report into the cage, removed from a Canberra school in March. She strongly criticised publication of the first photos by The Canberra Times.

The latest photo to emerge shows a sign with a picture of the two by two-metre cage and a child on the floor inside. The picture appears below the word "sanctuary", understood to be an attempt by school staff to normalise its use with children at the school as a withdrawal space for the child.

A spokesman for Ms Burch said her office was unaware of the latest leaked photo, first published by the ABC.

"That image is not one that we have seen before," the spokesman said.

"Obviously each image that surfaces of this highlights exactly how unacceptable and disgusting it was and the reason why these investigations was called. These things are disgusting and disappointing."

The spokesman would not comment on whether any possible future photos would lead to a need for further investigations.

The cage was in place for 14 days at the school in Canberra's south, before the ACT Education and Training Directorate ordered that it be dismantled. The independent investigation found the cage was only used on one occasion.

Built using metal pool fencing, the blue cage had a roof, a self-closing latch and a door.

The inquiry found "officers within the directorate did not meet directorate or public expectations by acting with sufficient urgency or alarm when provided with information about the structure".

"The first officers to be notified of the structure did not act on this advice and referred the complainant to another part of the directorate. There is no record of a further contact from the complainant."

Director-General of ACT Education Diane Joseph refused to say how many public servants were being disciplined, nor if any would lose their jobs, but said no public servants had been stood down this week.

On Thursday, Chief Minister Andrew Barr said he had seen photos of the cage and that "there were major issues with that withdrawal space. He expressed full confidence in Ms Burch as Education Minister.

"We understand that and those issues have been appropriately dealt with," Mr Barr said.

Mr Barr said he felt comfortable with the length of the investigation, which angered the opposition, unions and members of the school community.

"There are a range of complex issues that needed to be worked through and you certainly wouldn't want that rushed. There has to be natural justice throughout that process," Mr Barr said.

"Joy has responded to this appropriately by putting in place an independent inquiry, by looking at the findings of the inquiry and making changes with the director-general in a number of key structural areas of the education department."

"That the process took longer than Minister Burch would have hoped for is not Minister Burch's fault. She initiated the process in order to provide the necessary information to make the appropriate changes to the way ACT schools operate."
