The Emergency Services Agency said firefighters in breathing apparatus performed the rescue, on Sunday morning.
The fire was extinguished by about 9.20am, when firefighters began conducting atmospheric monitoring and air ventilation to ensure the area was safe.
Chandler Street was expected to remain closed on Sunday morning while ACT Fire & Rescue and police were on scene.
