The fire on the ground floor at the Ainslie Avenue complex started just before 12.30pm on Friday, with fire and rescue crews, paramedics and police called to the scene.
City bound lanes of Ainslie Avenue between Limestone Avenue and Gooreen Street were closed due to the fire, but were eventually reopened to drivers.
Residents were allowed to return to the complex after atmospheric monitoring tests were carried out by emergency crews.
However, a spokeswoman for the ACT Emergency Services Agency said the ground floor apartment "sustained serious damage" in the blaze.
