Bulk-billing changes could have undesirable outcome, doctors warn

Doctors are unhappy about bulk-billing changes announced in the federal budget, warning there could be a "perverse outcome" and that they may lead to shorter consultation times, more referrals for radiology and pathology, and people delaying healthcare or turning to public hospitals or ambulances.
