Greg Hunt, who will continue as Health Minister, will be Mr Morrison's assistant minister responsible for the service.
Mr Morrison repeated his earlier call for "congestion busting" in the public service.
"I want to see some congestion busting when it comes to bureaucratic bottle necks and regulatory bottle necks, so Australians can get access to those services in a more timely and efficient way for them," he said.
"The goal is to make it easier to deal with the services that Australians rely on."
Mr Hunt said it was a "privilege to assist the prime minister in helping to frame the national policy agenda through the work of Cabinet and our capable and dedicated public service".
Mr Morrison also announced the creation of a service delivery agency and a new national agency for Indigenous Australians.
The Services Australia agency will be modelled on the NSW government's Service NSW, which was established in 2013.
Queensland MP Stuart Robert, who would be appointed Minister for Government Services and Minister for the National Disability Insurance Scheme, would oversee the new agency, Mr Morrison said.
The new services agency would make it easier for Australians to interact with government, he said.
"It's also about driving the better use of information technology and apps that can assist Australians better access the services they need," Mr Morrison said.
West Australian MP Ken Wyatt, who has previously been Minister for Indigenous Health, will be the first Indigenous person to serve as Minister for Indigenous Australians.
Mr Morrison said a national Indigenous Australians agency would be set up within the Department of Prime Minister and Cabinet and would report to Mr Wyatt.
ACT Senator Zed Seselja has been appointed Assistant Minister for Finance, Charities and Electoral Matters. He was formerly the Assistant Minister for Treasury and Finance.
Nationals MP Mark Coulton will be Minister for Regional Services, Decentralisation and Local Government, replacing Bridget McKenzie, who will be Agriculture Minister.
Ministers would be sworn in on Wednesday, Mr Morrison said.
