Six hundred policemen and five strands of barbed wire surrounded Manuka Oval in an effort to contain the 1000 strong off-field scrum.
Two smoke bombs were lobbed on to the ground during the game and six people were arrested on charges of throwing or possessing missiles.
The president of the ANU Students' Association, Michael Wright, said most of the arrests had been the result of police provocation.
He said police had reacted to an atmosphere created by newspaper publicity in the weeks leading up to the day, rather than the actual situation.
But an ACT police spokesman said that six arrests had been made for assaulting police, nine for offensive behaviour, 17 for hindering police, four for trespassing and seven for language offences.
The South African Springboks won the match 34-3.
