The collision happened about 12.35pm on Thursday on Sutton Road, near the intersection with Wattle Flat Road.
The two cars collided head on and both vehicles caught fire, police said.
The male driver of one car, travelling in a southerly direction, died at the scene. A female driver, travelling in a northerly direction, sustained a fractured leg.
"The female is 22-year-old from Goulburn," acting Inspector Ben Bowles said on Thursday afternoon.
"We are yet to identify the deceased male."
NSW Ambulance Inspector Stephen Pollard said earlier in the day that the female driver was also treated for chest and wrist injuries.
"[The driver] was loaded aboard the rescue helicopter and airlifted to Canberra Hospital in a serious, but stable condition," Inspector Pollard said.
"Today's tragedy is a timely reminder for everyone to be vigilant when driving, particularly on remote roads."
Road diversions were still in place at the intersection of Sutton Road and the Federal Highway in Sutton and Norton Road and Sutton Road in Queanbeyan as of 7.40pm on Thursday.
Police expected closures to be lifted by about 9pm.
"Monaro police district are conducting an investigation and will prepare a report for the coroner," acting Inspector Bowles said.
The cause of the crash is unknown at this stage. Acting Inspector Bowles described it as an accident.
The fatal incident is the second in as many weeks on roads close to Canberra, after two people died on the Monaro Highway near Cooma on July 28. A person has been charged over that incident.
