Rolando claimed the MacDougall Medal and a fourth successive Gus Vallance Memorial Trophy for the highest-point scorer at an end of year ACT rugby awards ceremony.
The scrum-half has been a regular figure in Royals' pack and hauled 218 points, including nine tries, over the season.
The effort also put him well ahead of his closest rival for the MacDougall Medal, Tuggeranong Viking's Ryan Lonergan, as the scrum-halves prepare to face-off in the series decider.
Royals coach Wayne Southwell attributed Rolando's consistent effort to taking out the top-prize.
"He's come close over the last few years but has been outstanding this season," Southwell said.
"He's been one of the most consistent players and not just in his point-scoring ability but in his general game and controlling.
"He's easily one of the top two or three players on the paddock each week and it's not just a one-off. That's consistency."
Royals capped off a treble of the major awards when Rory Scott was named joint John Hunter Memorial Trophy winner with Gungahlin Eagles' Corey Toole for the highest try-scorer.
Scott scored ten tries in his debut season and Southwell believes the 19-year-old has a big future ahead.
"There's no halfheartedness about what he does and he's taken it with confidence," Southwell said. "He hasn't missed a session all-year and certainly hasn't eased off on any occasion.
"It would be good to see him have an opportunity at a higher level as well, that's our goal as well as his."
Uni-Norths Owls back-rower Georgia O'Neill claimed the inaugural Louise Ferris Medal for the best player in the women's competition.
Jindabyne Bushpigs' Mick Needham was named coach of the year after guiding his side to a series decider against Taralga Tigers. Matt Hogan was named referee of the year.
