Terrifying, but not terrorism: the distinction matters in the Clarence Street tragedy

The attacks in Sydney's CBD on Tuesday that left one woman dead and another injured were no doubt terrifying. Given the call by Islamic State for its supporters to strike out using whatever means they can - cars, trucks and knives, not only bombs and guns - the public and police were justified in assuming it was an unfolding terrorist attack.
