Four tries to Cummins and a double to Nick Cornish helped Goulburn clinch an emphatic 42-4 win over the Tuggeranong Bushrangers at Gungahlin Enclosed on Sunday.
Goulburn have reached the decider for the first time in four years but a win over a competition powerhouse - a week after conquering the Queanbeyan Kangaroos - has given them a glimmer of hope that a title ten years in the making is on it's way.
"When we play Goulburn football and look after our own backyard, we put on good performances," Bulldogs coach Adam Kyle said.
"We're the best attacking side of the competition but I'm really proud of our defence to keep a quality side to four points.
"We knew they'd be tough. It showed the boys really put their bodies in front and worked hard for each other."
It took less than three minutes for their dangerous attack to breakdown Tuggeranong's defence with a clinical set-play from a scrum.

Goulburn brought the ball across the backline with simple, quick hands to left-winger Cummins, who had no defence to contend with and scored the opening try.
Cummins scored a second try on the end of good ball movement from Nick Cornish in the 17th minute. The left-winger found himself again with no-one to beat and eased past Tuggeranong's defence.
A beautiful pass from James Aubusson at dummy-half sent Mitch Cornish through a gap to extend Goulburn's lead to 16-0.
But Tuggeranong salvaged the first-half after a kick from Wezley Alexander bounced off a Bulldog's foot for Drury Low to score the Bushranger's only try of the match.
Goulburn continued their commanding lead into the second-half as Nick Cornish scored two tries in a matter of minutes.
"That was probably his best game of the season," Kyle said.
"He's been consistent throughout the year but it's not just what he's doing with the ball, it's also his defensive effort. He's only a small fella but I'm really impressed with how he's put his body in front."
But it was Cummins who stole the show with another two near-identical tries.
No one could stop the long-striding winger as he took an intercept and ran 90 metres to score in the 60th minute. And he did it all again ten minutes later to extend their lead by another four-points.
"I'm not surprised he scores all the tries he does," Kyle said.
"He puts in a lot of work and is such an athlete. Even better than all that, he's just a genuine and honest country kid who just love turning up and playing football.
"I'm super proud of him and it would be great to have a grand final win to top off his top try-scoring season."
The Bulldogs rubbed salt to the wound as Raiden Fonoti dived over the line seconds before the final siren.
Goulburn will meet the tough and brutal outfit of the Queanbeyan Blues in a premiership decider next week.
The Bulldogs will ride on the momentum of two run-away wins while the minor premiers will be looking to claim the Raiders Cup double.
"We're one-all in the season between us and them so we're expecting a big one," Kyle said.
"They beat us a month ago so it's important we do a little bit of work on them this week. But like I said, we need to work on the things we can control.
"It's really important that we make sure we stick to our game plan coming into the grand final and play our style of football."
