Their current 10-year deal runs out at the end of the season and the Green Machine have held early discussions with the ACT government for a new one.
Raiders chief executive Don Furner said he would look to ramp them up when their current campaign comes to an end - hopefully in October following the NRL grand final.
A new Canberra stadium was thrown back into the spotlight this season following the Raiders' and ACT Brumbies' games at the new Parramatta Stadium.
A new Civic Stadium has been on the government's agenda for years, but has fallen down the infrastructure pecking order following the Mr Fluffy asbestos debacle.
Furner said Canberra would fall behind if it didn't have a new stadium by then.
Townsville, Parramatta, Adelaide, Perth and Sydney would all have new venues during that five-year period.
"We're talking to the government now about a five-year extension which we're working through," Furner told The Canberra Times.
"Ideally we would love to see a new stadium by the end of that five years so we don't want to go past that.
"For Canberra to keep up, we need to get a better, new stadium. We can't be there in 10 years' time.
"Five years' time it's a must for Canberra. I truly love [Canberra Stadium], but you've got to keep up with the times.
"At the end of this season ... I imagine come October we'll have to crank those discussions back up again."
That new stadium deal will encompass the remainder of the Raiders' two-year deal to play games in Wagga Wagga.
Furner said he was unsure whether they would continue to take games to the Riverina beyond 2020.
He said the deal was to reward all the Raiders supporters who come to Canberra to watch them play every second week.
"Wagga has one more year, it was a two-year deal," Furner said.
"Certainly next year is an 11-game agreement, and then we'll see what's happening after that."
The Raiders had a rare chance - outside of their captains' run - to train on Canberra Stadium on Wednesday ahead of playing the New Zealand Warriors there on Saturday.
With a top-four spot already locked up, Raiders co-captain Jarrod Croker said their recent home form was all the motivation they'd need against the Warriors.
"We've lost two in a row here, which is disappointing for us - albeit against two pretty good sides in very tight games ... so that's enough in itself to get up," he said.
