Powell was left out of Michael Cheika's squad to play against Samoa but has been the third-choice scrumhalf behind Nic White and Will Genia for every match this year.
Waratahs' Nick Phipps was surprisingly named on the bench ahead of Powell, who has been chosen in the extended squad to replace any injured players during the World Cup.
Rugby Australia told Vikings' coach Nick Scrivener he'll remain unavailable for the National Rugby Championship until Sunday.
"There's no [last minute changes]. As soon as I heard that, we didn't include him in our plans at all," Scrivener said. "I suspect I'll hear something else after they play their last Test and start preparing for Japan."
Scrivener has named Angus Allen to replace Wallaby Rob Valentini at No.8 for the Vikings' second-round clash with Queensland Country at Brisbane.
Allen will link-up with Brumbies Will Miller and Pete Samu in the back-row, while Luke Gersekowski could make his NRC debut from the bench.
Tom Ross will make his return from injury on the bench and has been selected ahead of Nick Dobson to cover the front-row.
