Police arrested a 23-year-old and a 19-year-old woman following an alleged incident in Rivett on Sunday.
Police say the pair stole a black Volkswagen Golf in Rivett before 3.30pm, allegedly threatening the driver of the car and her child.
The two women were arrested on Monday afternoon after police intercepted the taxi they were travelling in at about 3.15pm.
The 19-year-old was charged with aiding and abetting an aggravated robbery and driving or riding in a vehicle without consent.
The 23-year-old was charged with aggravated robbery, taking a vehicle without consent and using an offensive weapon.
Further charges are expected to be laid as police continue to investigate other incidents believed to be linked to the pair.
The pair will appear before ACT Magistrates Court on Tuesday.
Police say they will oppose bail for both women.
