Industrial relations reform shouldn't become an obstacle to progress

California passed legislation this week to significantly restrict the ability of businesses to use independent contractors. This is part of a seemingly global push against the denial of benefits like sick leave and workers compensation to those who have been employed for a long time, and the rise of app-based tech companies and the so-called "gig economy".
