The incident happened about 1pm at the Estate development site at the corner of State Circle and Canberra Avenue.
The mobile crane toppled on its side onto a semitrailer carrying building supplies.
No injuries have been reported.
WorkSafe ACT crews are on the site investigating the cause of the incident.
Work safety commissioner Greg Jones said crews were determining whether safety breaches had occurred.
In a subsequent statement, WorkSafe said inspectors were investigating safety procedures at the site.
"A telehandler (small mobile crane) was lifting a load from a large truck when the telehandler overturned. No one was injured but WorkSafe ACT inspectors attended the site to gather evidence and conduct interviews with relevant personnel," it said.
"The investigation will include examination of the site's safety procedures, whether workers were inducted into those procedures and whether the procedures were followed.
"All building activity on the site has been suspended after a Non-Disturbance Notice was issued."
The WorkSafe investigation will continue.
