Police had blocked off access to the Kosciuszko Avenue complex on Sunday, as they continued to investigate the circumstances surrounding the man's death.
A 29-year-old man remains in custody. No charges had been laid as of Sunday night.
Police attended the complex on Friday night and arrested an unknown number of people after reports of disturbances.
One local resident, who did not wish to be named, told The Canberra Times that a fight had broken out inside the complex on Friday night. It spilled out onto the street.
The resident said neighbours had made numerous complaints to police about noise, fights and other incidents of antisocial behaviour inside the complex in the past six months.
He said the complex had been redeveloped for public housing at the start of the year.
Groups of young men regularly congregated at the complex, he said.
In recent weeks, the resident said he had been calling police "every second day" about problems on Kosciuszko Avenue.
Another resident, who also did not wish to be named, said there had been an "escalation of violence" at the complex in the past two weeks.
The resident described a number of "odd incidents" in the area in recent months, including her own home being broken into in the middle of the night.
Neighbours were increasingly voicing concerns about the safety of their otherwise quiet pocket of Gungahlin, the resident said.
Locals were now more wary of allowing their children to play on the street, even during the day, they said.
On Saturday, ACT Policing detective superintendent Mick Calatzis described the deceased man as a "well-loved person in the community".
"Our empathy goes out to the family of the deceased person," he said at the time.
"We have a person of interest that is currently a suspect and they are in custody. They are assisting us with our inquiries."
Police said the matter remained under investigation on Sunday, and could not provide further details.
They have encouraged anyone in the community with information to call Crime Stoppers on 1800 333 000 or at crimestoppersact.com.au and quote reference 6445683.
