They're the only three teams yet to play the Giants in Canberra, although Collingwood, Essendon and the Sydney Swans have only played pre-season games in the capital.
But Matthews also called for teams that enjoyed success in 2019, which effectively crosses Carlton off his wishlist given they finished 16th.
They and Sydney are the only clubs of that six who didn't play finals this year.
The Lions shot into the top eight to finish second, before the GIants knocked them out in straight sets in the semi-finals.
West Coast also made the semis, while the Magpies finished in the the final four and Essendon were eighth.
As revealed by The Canberra Times, the Giants will play the Western Bulldogs at Manuka under Friday night lights on April 3.
All of the Giants' Friday home games have been played in the ACT.
That game clashes with the Canberra Raiders' NRL match against the Manly Sea Eagles at Canberra Stadium.
But it's expected to be a spicy affair given the history between the sides.
Bulldogs midfielder Marcus Bontempelli was at the centre of it all - Giants talisman Toby Greene eye-gouged him a few weeks after he fractured Nick Haynes' voice box.
The AFL will announce the final two ACT games when they release the full 2020 draw on Thursday morning.
During their eight years of existence, the Giants have played 11 of the other 17 teams for premiership points at Manuka.
Of the six remaining clubs, the Lions, Blues and Eagles are the only ones who haven't played them in Canberra at all, while Collingwood, the Bombers and the Swans have played pre-season games in the capital.
It's highly unlikely the Giants would take their Sydney derby against the Swans out of the Harbour City - except during the pre-season - given it's their biggest drawing home game.
Matthews has also called for family friendly time slots for their two remaining games, which would mean afternoon encounters on either Saturday or Sunday.
Traditionally, the Giants have two games early in the season, when the Sydney Showgrounds are out of action due to the Easter Show.
Their third ACT fixture is then in the run home to finals.
Like the Raiders, they want to minimise the impact of Canberra's winter on their crowds - although that cold weather can provide a novelty factor.
Almost 12,000 fans flooded through the gates to watch their round 21 clash against Hawthorn last season as snow swirled around the ground.
"To open our season at [Manuka] Oval with not only a Friday night game, but a game against the Bulldogs sets up a really exciting season in Canberra," Matthews said.
"We're looking forward to the full fixture being released as we think it will be a strong set of home games.
"We're always looking to bring new and different teams to the ACT as well as teams who had success in the season just gone.
"Along with the Friday night blockbuster - which is such a highly coveted time-slot - we're looking for family friendly time-slots across the remaining two games as we know this appeals to our large fan base."
The Giants have a grand final rematch against Richmond at Wagga Wagga on March 8, with their other pre-season game against the Swans at Blacktown a week earlier.
They won't play an AFLW or AFL pre-season game at Manuka next year due to the Women's Twenty20 World Cup, despite a pre-season game forming part of the 10-year contract with the ACT government.
Given they're happy with their five T20 world cup games in February, the government won't seek any replacement games.
