Benjamin Petterson, 35, appeared in the ACT Magistrates Court via video link from the Alexander Maconochie Centre on Tuesday.
He was charged with affray, two counts of common assault, reckless threat of grievous bodily harm, furious driving, not stopping at a red light, failing to report a collision and failing to exchange details following a collision.
Mr Petterson has pleaded not guilty to all charges.
In handing down her decision to refuse bail, Special Magistrate Theresa Warwick described the alleged diesel attack as "unprovoked". She said the man police say was doused in petrol was "random" in relation to Mr Petterson.
Court documents allege that on February 8 this year, Mr Petterson drove to the 7-Eleven in Casey in a white Toyota Land Cruiser.
At the service station, he knocked on the driver's side window of another car, and deliberately doused the driver with diesel fuel using a pump when he opened the door.
When the driver got out police say Mr Petterson tried to punch him in the face. The alleged victim's friend told Mr Petterson, "What the f--k are you doing mate? What's your problem? Take it over to the grass if you want to fight."
A co-accused then allegedly attempted to use a cigarette lighter to ignite a tampon and throw it out of the Land Cruiser's window at the man.
Shortly after the service station incident, police say Mr Petterson failed to exchange details with other drivers after his four-wheel drive collided with two stationary vehicles at an intersection on Horse Park Drive in Forde. He also allegedly failed to report these crashes.
The Land Cruiser was found burnt out in Queanbeyan later the same night.
Police say they have CCTV footage and images showing Mr Petterson at the 7-Eleven in Casey on February 8. His defence lawyer, Tom Taylor, said his identification would be a point of contention in court proceedings.
Mr Petterson has been remanded in custody to appear in court again on January 8 next year. He was extradited from Queensland prior to proceedings in the ACT.
