They've gone into partnership with English Super League club Huddersfield to bring a couple of under-20s players out every year to find the next Josh Hodgson and Elliott Whitehead.
The Canberra Times revealed the idea back in August, when they were also considering a pre-season trial against Wigan.
Speaking from England on Wednesday, Raiders chief executive Don Furner said their strong contingent of Englishmen would also help the Giants' youngsters settle in.
The Raiders will have five Poms on their books for the 2020 NRL season - George Williams will join Hodgson, Whitehead, John Bateman and Ryan Sutton.
Hodgson has become one of the best hookers in the world, joined Jarrod Croker as a Raiders co-captain, and shared the 2016 Mal Meninga Medal with Josh Papalii.
Whitehead and Bateman form a world-class second-row for the Raiders, with Bateman winning the NRL second-rower of the year in his first season in Canberra.
Their success in recruiting elite players from the Old Dart has seen other clubs start to look north, increasing the competition to sign English talent.
The Canterbury Bulldogs are eying off St Helens and England props Luke Thompson and Alex Walmsley, with South Sydney, the Sydney Roosters and Manly also interested in Thompson.
That's led to the Raiders lowering their eyes to help develop the next batch of Pommie stars.
Furner said they also talked to Wigan about the idea, who they have a strong relationship given they signed Bateman, Sutton and Williams from the Super League club.
But they've opted to go with the Giants, where Raiders old boy Simon Woolford is the coach.

"It's getting a look at them at a younger age. There's a lot of untapped talent up there that may not get the same opportunities," Furner said.
"It will help them too. They'll go back having some different types of training and playing in a really tough competition, so both club's will benefit from it.
"Maybe looking at the Elliott Whiteheads and Josh Hodgsons when they're 18 and 19 rather than 24-25.
"Just looking at it in a different way and doing it a bit younger."
Furner met with Woolford and Huddersfield development boss Andy Kelly.
Woolford already had a couple of under-20s players in mind and the next step was to sound them out about coming Down Under.
They'll be part of Canberra's Jersey Flegg program, training and playing, before returning to Huddersfield to continue their career.
"He's identified a couple of young guys he thinks would make our 20s team and we'll see how we go," Furner said.
"They're going to speak to the two lads and see if they're interested.
"The [Raiders'] English guys will look after these lads."
While the Raiders' short pre-season has ruled out any chance of a pre-season trial against Wigan next year, it's still a chance of happening in 2021 or beyond.
Furner met with Wigan executive director Kris Radlinski and chairman Ian Lenagan during his England trip, discussing not only the under-20s idea but the trial as well.
"We can't do it this February because of the length of the season, but we're not closing the door on it," Furner said.
"We definitely want to keep the dialogue open on that one and I said we could be over here in '21. We'd certainly like to do it.
"It'd be good come over here and play them as part of the World Club Challenge - that means winning the grand final.
"It was just too short an off-season to do that."
