The 32-year-old Canberran is the only representative from the capital in Colin Batch's side and competes with goalkeepers Tyler Lovell and Johan Durst for game-time.
The Kookaburras team for the Tokyo Games is expected to be announced in mid June, with Charter looking to claim his first Olympic gold.
Charter, who has 171 international caps, was the back-up goalkeeper for the London Olympics but made the position his own in Rio.
Australia are ranked first in the world for men's hockey and Charter was part of the squad which won the inaugural FIH Pro-League earlier this year.

The Kookaburras will defend their Pro-League title with the majority of this year's squad and two new additions, with Victorian Nathan Ephraums and Sydney-based Kurt Lovett looking to make their international debut.
"We did really well in 2019 so we can tick that off as a good year but know there is a lot of improvement left in this group," Batch said.
"I'm looking to all of the players to create more opportunities and growth in the group both individually and for us as a team, and if we are going to be successful next year we have to have that.
"We talk about the 2020 national squad but this is the squad that the Olympic team will come out of, so that in itself is a great achievement for all of the athletes who have been selected. Our goal is to play well at the Olympics."
The Kookaburras will play their first international match of 2020 against world No.2 Belgium on January 25.
