The black SUV drives along the tracks in sight of an oncoming light rail vehicle at Gungahlin, before reversing towards the tram.
Ashish Nagesh, who works in Gungahlin and recorded the video, said bystanders in the area came to a standstill and watched after the SUV entered the tracks at about 4pm.
The vehicle approached the Gungahlin Place light rail stop, Mr Nagesh said.
"We were all a bit distraught when we saw that," he said.
"The car was just driving around and just swerved away."
The video posted to Facebook shows the SUV reverse down the tracks and try to leave the path of the oncoming tram.
Last month, the ACT government released footage of several near misses on the light rail network, including cars driving on the tracks and pedestrians rushing to cross the line in front of an oncoming tram.
It was the the second compilation of near misses released by the government.
Drivers are prohibited from driving on the tram tracks at any time under ACT laws. Fines for doing so can cost up to $464 and incur three demerit points.
