Taskforce Nemesis said the incidents involving outlaw motorcycle gangs were carried out over the past three months.
An ACT police spokesman said all incidents were specifically targeted and had links to bikies.
In one attack, a home was targeted that had no link to bikie gangs.
The first incident happened on September 26, when shots were fired at a home on Fraenkel Street in Monash.
A further two incidents occurred a month later on October 29, when shots were fired at a home in Calwell, before a house in Banks was firebombed 20 minutes later.
Another linked incident occurred on November 20, when a house in Kambah was targeted in a burglary and arson attack.
Three cars were then set alight on November 25 at the same house in Monash where the first incident was carried out.
Investigations into the incidents continue.
