It would link him up with brother Luciano, who made the switch from St George Illawarra in the off-season.
The Tigers have been sniffing around Leilua for a while and with Latrell Mitchell finally signing for South Sydney it opens the door for them to swoop.
Leilua has been training with the Raiders rehabilitation group in Canberra following extended leave to get married in Samoa.
The rest of the Green Machine spent the past 10 days at a camp on the Sunshine Coast to escape Canberra's smoky air.
But any move to the Tigers could have to wait with Leilua's manager currently overseas on holidays.
Leilua's contracted to the Raiders for 2020, but he's been given permission to talk with other clubs.
Curtis Scott's arrival in Canberra from the Melbourne Storm means Leilua's locked in a battle with the NSW Emerging Blue to play right centre.

Scott's already had the jump on Leilua by several weeks to partner Raiders co-captain Jarrod Croker in the centres.
Leilua has made a habit of terrorising Wests since he started wearing lime green, scoring six tries in six games against them.
The 28-year-old isn't the only outside back potentially on the move, with Rabbitohs duo Adam Doueihi and Alex Johnston rumoured to be part of a swap for Storm winger Josh Addo-Carr.
Addo-Carr wants to return to Sydney for personal reasons and the Storm have given him permission to leave at the end of 2020.
They'll only let him leave early if they get a player in return.
Souths prop Tom Burgess has also been linked with a switch to the Gold Coast, which would allow Titans middle Jai Arrow to arrive at the Rabbits a year early.
