Police say they detected the driver travelling at 199km/h in a 110km/h zone in a southbound lane just before 6pm on Saturday.
The man, who was driving a black Audi, had previously been disqualified from driving until September 2020.
He was arrested and taken to Goulburn police station where he was charged with speeding in a dangerous manner, driving more than 45km/h above the speed limit and driving while disqualified.
He was refused bail and will face Goulburn Local Court later on Monday.
Southern Region Traffic Tactician, Inspector Greg Lynch, said police would continue to target speeding drivers.
"Reaching those speeds is unacceptable at any time, and adding in inclement weather and other passengers on board makes this kind of behaviour a recipe for disaster," he said.
"We will continue to enforce the road rules and those who choose to ignore them will face the full brunt of the law."
