NRL chief executive Todd Greenberg is in England for the World Club Challenge and won't be back until next week.
Scott's lawyer Sam Macedone is expecting Greenberg will finish viewing the footage from his client's arrest then, when he's also hoping to meet with the NRL.
That will be just days before the Raiders head north to play the Canterbury Bulldogs in Port Macquarie on February 29 - their only trial.
Whether Scott will be free to play or suspended under the NRL's no-fault, stand-down policy remains unclear after he was arrested following Australia Day celebrations.
The 22-year-old faces six charges, including two counts of allegedly assaulting a police officer. He's pled not guilty to all counts.

Scott's next court appearance is on March 20 - a week after the Raiders' season opener against the Gold Coast Titans at Canberra Stadium.
Macedone has taken over Scott's case from Danny Eid.
Greenberg has seen some of the police footage, taken with the arresting officers' body cameras, but was yet to view everything.
"I think Todd's overseas this week so he probably won't review anything until he comes back - until probably next week - is my understanding," Macedone said.
"I hope when he does get back he'll want the pleasure of seeing me to have a talk about it. He'll then probably make a decision."
