Comanchero bikie Palei Samiu Maifelemi and gang associate Jaymie Leam Turner were fined and placed on good behaviour orders on Monday, having earlier pleaded guilty to affray.
Several others charged in relation to the January 2019 incident will fight the allegations at a hearing in July.
The incident is said to have involved seven men connected to the Comanchero confronting four rival Nomads who were sitting in a restaurant booth.
The ACT Magistrates Court heard on an earlier occasion that during the altercation that followed, one of the Nomads suffered a broken nose.
Neither Maifelemi or Turner was responsible for inflicting the injury, but Magistrate Bernadette Boss condemned their behaviour.
"It's reminiscent of the schoolyard, it really is," she said.
"It's just ridiculous for grown men to behave in this way."
Maifelemi stood over a booth to prevent Nomads getting out. He poured a beer onto the table and flicked the remnants towards one of the rivals, causing a lemon to fly across to another table where a family was seated.
"In my view, the conduct was childish, immature and bullying," Dr Boss said.
Dr Boss said Turner, who pushed one of the Nomads in the chest, had engaged in "childish, pack-type behaviour".
She said Turner had previously spent time in jail for violent offending and was "old enough to know better".
The magistrate said the Southern Cross Club was a family venue and the affray had taken place in front of innocent people, including children, who would have been in fear.
Dr Boss characterised the incident as "immature young men puffing out their chests and pretending to be something they're not".
She sentenced Maifelemi to a 12-month good behaviour order and fined him $1000.
Turner received an 18-month good behaviour order and a $1500 fine.
