ACT police allege the woman, a 26-year-old from Chifley, was seen driving a stolen red Holden Barina in Downer last Wednesday.
After highway patrol officers told the woman to pull over, it's alleged the woman ran a red light and was seen speeding along Phillip Avenue, the Federal Highway and Northbourne Avenue, heading towards the city.
The same woman was then seen on Monday by police who were on patrol in Belconnen.
A police spokesman said the woman fled the scene and drove off in the same stolen car, which was fitted with different number plates.
The woman was then seen driving dangerously from Belconnen to O'Connor.
After running a red light, the car the woman was driving collided with another car at the intersection of Macarthur Avenue and Wattle Street, before the Chifley resident ran away from the scene.
The woman was eventually arrested in McGowan Place in Dickson a short time later after help from witnesses.
The woman was charged with 12 offences including two counts of driving a car without consent, failing to stop for police, drug driving, driving while unlicensed and driving while never having held a licence.
She will appear before the ACT magistrates Court on Tuesday.
