The trio, aged 20, 21 and 23, were fined after they were seen sitting at an indoor table at a fast food restaurant on the Princes Highway in Nowra about 1am on Sunday.
Staff at the restaurant spoke to the men and told them the restaurant was only open for take away, but the men refused to leave and continued eating, before they eventually left.
After speaking with staff at the restaurant, police on patrol in the area stopped three men seen in a car.
The 20-year-old, who was behind the wheel, told police he had driven from Bexley in Sydney's south to Sussex Inlet with the two friends to buy a boat.
The three men were fined for non-essential travel.
