A driver of a white Holden Ute was reported doing burnouts with two people in the tray.
ACT police believe the incident occurred last month.
The burnout resulted in the ute catching fire.
ACT police do not believe that anyone was seriously injured, but condemn the risk to the bystanders and occupants of the ute.
The incident is believed to have taken place at a roadside carpark to the west of Canberra, and that many witnesses were present.
